ECA's President and CEO serves you, the member contractor. When difficult questions arise concerning contract interpretation, union issues, regulations or any other industry-related topics, start your search for answers with Todd. Drawing on his experience, he can often provide a quick solution, but if he can't, he will refer you to an expert who can. Todd G. Helfrich
President and CEO
​Todd, our President and CEO, holds down the fort and keeps our mission top of mind. He’s always here for you, anytime and for any reason. He’s a Buffalo Bills fan and enjoys skiing the local slopes and riding ATVs. Though he represents the association at numerous conferences and meetings throughout the year, he always finds time for his family.

​Dustin Henry
Planroom Manager
Dustin leads our Planroom team and makes sure the most up-to-date project information is available for our members.  When he’s not at work, Dustin enjoys playing guitar and bowling.  His sense of humor is keen and he keeps our office laughing. Need project news and information? Stop by and have a chat with Dustin...you’ll be glad you did!

Gail Muller
Planroom Data and Information Specialist
Gail is our lead reporter for construction news and information. She scours sources far and wide to bring members the latest and greatest projects throughout ECA's geographic footprint. When not in the office, she's usually planning special events for her family.

Laura L. Regan
Vice President
Laura serves as our Vice President and keeps things running smoothly throughout the Association.  In her free time, she enjoys golfing, crafting and reading along with volunteering for organizations that focus on promoting educational opportunities and leadership skills for young women. She is also a board member of her alma mater's alumni association.

​Samantha Bishop
Membership and Industry Relations Manager
Your person for anything relating to membership and industry growth is Samantha.  After some time in Arizona and Wisconsin, Samantha returned home to the Capital District, bringing her experience in event planning, marketing and brand management with her. ​

​Jocelynn Hamilton
Project Coordinator
When she's not taking classes or studying toward her master's degree, Jocelynn is hard at work in our Planroom. She's responsible for breaking down and posting a majority of the bidding documents that are attached to the projects in our online planroom.
